Knox County announces results of internal investigation into sexual harassment complaint

The results of an internal sexual harassment investigation conducted by the Knox County HR Department were released to the public.

Frances Fogerson, senior director of the county Human Resources Department who conducted the investigation, wrote that “We do not believe that there is sufficient evidence for a positive finding of workplace sexual harassment, nor can we substantiate that sexual harassment did not occur.”

Jami Roland, a clerk, claims that she was sexually harassed by her boss, Property Assessor Phil Ballard.
