In October, the Windsor town council voted unanimously to remove Robert Fromer as commissioner of the town’s Inland Wetlands and Watercourses Commission.
In a public hearing that the commission had conducted into Fromer’s management style, numerous witnesses testified that his rude and domineering behavior created a hostile work environment for employees and negatively impacted the commission’s activities.
