In last year’s Federal Human Capital Survey, the Voice of America (VOA) parent agency came in last place in three of four categories of the employee survey: leadership and knowledge management, results-oriented performance, and talent management. 

In the job satisfaction category, employees selected the VOA’s Broadcasting Board of Governors as the second worst of the 37 federal government agencies surveyed.

The annual survey, which is conducted by the U.S. Office of Personnel Management, is designed to “measure employees’ perceptions of whether, and to what extent, conditions that characterize successful organizations are present in their agencies.”
